Deputy General Manager Li Jun presided over the meeting, read out the Group Company's "Decision on the 2023 Annual Safety Production Target Responsibility Assessment and Cashing in" and "Decision on Commending the Group Company's 2023 Annual Safety Production Advanced", and organised the award presentation. The meeting summed up the group's production safety work in 2023, scientifically analysed the current production safety situation, and made arrangements for this year's production safety work. Requirements on the one hand, we should take the initiative to adapt to the new policies and rules of production safety in China and the province new requirements, standing in the overall situation and strategic height, and conscientiously implement the "sense of red line", "three three must be", "the party and government are equally responsible for, one post and two responsibilities, and co-ordinate and co-ordinate, and dereliction of duty and accountability". The secondary units should bear the main responsibility for safety production, strictly implement the rules and regulations, strengthen the dynamic control of safety risks, deepen the special rectification of outsourcing projects, improve the quality of rectification of problems and hidden dangers, firmly guard the bottom line, do not touch the red line, and promote the transformation of the safety production management mode to ex ante prevention. The three-tier units should fully implement the requirements of the Group and the second-tier units on the deployment of production safety, grasp the safety literacy and skills training, grasp the implementation of rules and regulations and operating procedures, grasp the identification of risks and hidden dangers remediation, grasp the enhancement of emergency response capabilities, learn from the Yan'an Petrochemical Plant, "small team, big safety" management experience, and deeply carry out the "anti-three-errorism" campaign. The meeting stressed that all units and departments of the Group should recognise the situation, take the initiative, perform their duties with a sense of responsibility of "not worrying at all times", make greater efforts to solve the basic, source and systemic problems, and promote high-quality development with a high level of safety.
